Upstream Oil & Gas in Namibia: Reconnaissance vs. Exploration Licences (2026 Guide)
With massive discoveries in the Orange Basin, Namibia has become one of the hottest frontiers for upstream petroleum exploration globally. For international oil companies (IOCs) and investors, securing the right acreage is the first step.
However, the Ministry of Mines & Energy offers different tiers of rights. Applying for the wrong one could mean you spend millions on data without securing the exclusive right to drill.
If you are searching for an “oil exploration licence Namibia” or need to understand the role of the Government Negotiating Team (GNT), this guide breaks down the legal framework under the Petroleum (Exploration and Production) Act, 1991.

1. Reconnaissance Licence (The Scouting Permit)
A Reconnaissance Licence is the entry-level permit for companies that want to assess the potential of a region without committing to a full drilling campaign.
- Scope: It allows you to carry on reconnaissance operations (like regional seismic surveys).
- Exclusivity: It is Non-Exclusive. This means the government can grant rights to other companies in the same area at the same time.
- Risk: Because it is non-exclusive, you do not “own” the block. You are merely gathering data to decide if you want to apply for a full exploration licence later.
2. Exploration Licence (The Exclusive Right)
This is the standard licence for serious oil and gas players. An Exploration Licence gives you the security of tenure needed to invest heavily.
- Scope: It allows you to carry on exploration operations exclusively in the block(s) to which it relates.
- Exclusivity: It is Exclusive. Once granted, no other company can explore for petroleum in your block.
- Path to Production: If you find oil, holding this licence gives you the right to apply for a Petroleum Production Licence to extract and sell the resource.

3. The Role of the Government Negotiating Team (GNT)
Namibia uses an “Open Licensing System,” meaning you can apply for available blocks at any time. However, applications are not stamped automatically. They are rigorously vetted by the Government Negotiating Team (GNT).
What does the GNT look for?
- Technical Capability: Do you have the expertise to drill safely in Namibia’s deep waters or onshore basins?
- Financial Strength: Do you have the capital to fund the “Minimum Work Programme”?
- Commitment: Are you willing to evaluate the petroleum potential within an agreed timeframe?
If your application passes the initial evaluation, the GNT will invite you to Windhoek to negotiate the final terms of the Petroleum Agreement.

4. 2026 Application Fees (Upstream Oil & Gas in Namibia)
The cost of entry is relatively low compared to other jurisdictions, but these fees are non-refundable.
| Licence Type | Application Fee | Renewal Fee |
|---|---|---|
| Reconnaissance Licence | N$ 15,000 | N$ 3,000 |
| Exploration Licence | N$ 30,000 | N$ 15,000 |
| Production Licence | N$ 30,000 | N$ 15,000 |
Wait Time: The Ministry aims to respond to upstream applications within 3 months of receipt.
